Meta descriptions have not been a ranking factor for over a decade. They remain one of the highest-leverage things you can edit, because they decide how many people click a ranking you already have.
What a good description does
It answers the query in the first clause, then gives a reason to prefer your page. It contains the search term — not for ranking, but because Google bolds matched terms, which draws the eye.
Keep it near 155 characters. Write it as a promise about what is on the page, and make sure the page keeps it; a description that oversells produces clicks that bounce, which costs more than the click was worth.
When Google ignores it
Google frequently generates its own snippet from page text when it judges that a better match for the query exists there. That is not a failure — but it does mean a page with thin or vague body copy will get a thin or vague snippet.
Pages with no description at all always get a generated one, which is why leaving the field empty is the worst option.
